The automation of merging various PDF's based on a reference number received into an email inbox.

Currently after requesting an area from this website, we have to manually search for each utility providers email and combine all attachments manually. We are looking to automate this process through the use of VBA Scripting & Batch Scripting.

I am looking to modify these existing guides to automatically merge these PDF's in an order based on the utlity type, Gas, Water, Eelectricity etc

More Detail Added, Step by Step Expectation of Software.

1. Using Multiple Reference Numbers provided by user, search and save all email attachments with provided reference numbers.
E.G (Front Cover Attached)
11730979 (General Job Reference) - Front Cover
Note: Most Utilities will have this number in the subject, but not all this is why all utility numbers must be searched.
Utility #1 - 58167608
Utility #2 - 58167604
Utility #3 - 58167609
Utility #4 - 58167607
Utility #5 - 58167605
Utility #6 - 58167606
Note: Number of Utility's Vary
*These emails can have varying file formats, 95% are PDF's but some attachments might be, .ZIP / .TIF or other file formats. If the script cannot handle these formats the user must know so he can manually add them. Same Warning must show for the PDF Merging phase.
Also Note: Utility's might send multiple emails

2. Attachments are Saved onto a Default Network Driver, Folder is Automatically Named as Provided Reference Number
E.G
\NetworkDrive\DBYD\11730979
Sub Folders
Either Category name from outlook (such as Gas/Water) or the Reference number of Each utility.

3. Combine and merge all PDF's in Any order, as long as each Utilities PDF's are grouped together.
The Front Cover (Always sent from a specific email) must be at the front.

The more this task can be automated the better, we create hundreds of these packs a month. If you have any idea's on how the above steps can be tweaked please let me know.

This script has to be run at the user's own leisure, after requesting an area it can take between 1-3 days for all emails to be received.

Note:
We use a Microsoft Exchange Email system (Hosted by Microsoft) and use the latest 2016 versions of Microsoft office.

We also have a local server running Windows Sever 2012.
