Hi, my name is Matt and would like to help you (23 years an IT developer and a webmaster, following/researching multimedia e-learning for adults for last 5+ years). This project appears big yet can be done. For a real quality e-course it's usually 100 hours of work for one e-learning hour. I believe this can be shortened to 1-2 days based on your prepared content and hopefully multimedia library or access taken care of. The authoring tools is not an issue - if Lectora is requested, then it will be. I'm more used to Articulate Storyline and/or your courses might be great for creating them using iSpring Suite yet it's OK either way. I believe I don't have Lectora license anymore though. Other supporting tools are in my skills too, like Camtasia Studio for screencasted and other video, image editors, Audacity for voice over creation, editing and cleaning etc. Regarding voice overs - will there be or not? Now, I hire the creation of them by the best US studio here on Freelancer, can send you Australian accent male and female voice samples. Their rate is 220 USD/h for every started production hour so this can be a lot - for 50 hours this is counted for in this bid yet I expect (for 50 hours of course content) that usual 2 times more hours are needed. So, waiting for your reply, regarding tools (Lectora license - I have experience working with the tool), voice over etc. Due to Freelancer fee I ask for first milestone in 14 days then after every month.
