drag and drop rational database system

i would like to set up a database function with drag and drop functionality, any pre-made one i'm also interested to study and buy. The purpose of using this is for the course, event or any other function set up so that they can be easier design and manage, the function are set in 2 parts: 1) Parameter design: Date, time, location and many other parameter can be set up or created like a normal database. On the right hand side of screen should allow user to input the value of parameter for future selection. 2) Operation design: this is a page which parameter can either be put at different axis base on the needs of designer. When click on the parameter there should show up value for selection and drag into the centre of table. All these need to be achieved and operate on web and for future development. If there are any existing similar project and coding available we are happy to immediately engage to work on this first phase and plan for the 2nd phase integration to our theme.
