over 2 years i have built many rc robots using bluetooth wifi and fm. generally bluetooth chips (hc-05 or adafruit ble chips) requires co-processor to interact with, so i can recommend arduino for that for ease, or if you want i can design and make bare-metal ARM cortex m0+ or m4+ application for you.
