Hello! As a digital designer I work on daily basis with useroriented and participatory design. I am aware of the importance of a good design spec and brief and what to do to make one. If I was to answer the question asked I would make sure to sit down with the developer in question and make sure that I have a list of my user needs and make sure to point out once again that the project doesnt meet the several needs and needs to be re-done. I would require that he uses interviews, PACT analasys and other tools awalible to do the necessary research about what the software we were buying was to be used for and I wouldnt back out. i would also suggest to him that he does reaserch what similar companies with aproximately similar needs are using as their system and provide me with a similar solution. I calculated the bid amount based on your specification for the project. Eight weeks at $8 per week... sounds to me like $64! The website added the extra bit on. I would endeavour to make sure the whole process was open and transparent and no favouritism was shown towards the vendor who in the past, did satisfactory work. If the company's processes and procedures gave vendors another chance to amend their proposals, I would contact the vendor and ask for the proposal to be amended before a decision is made.
