BigCommerce: Content "down the page" on category & subcategory pages

We need to create these two abilities, for content on category and subcategory pages:
1. Create the ability to place content above the footer on these pages (between the products that appear on these pages, and the footer).
2. Create the ability to hyperlink to such content from other pages on the site (and other sites).
Don't let this interfere with existing "tabs" functionality on these pages.
