I have 15 years of experience of developing SCADA in Labview, Labview DSC at a power plant also I have vast experience of writing Services based architecture on MEAN Stack. I can not provide you the Infrastructure Architecture but once you have some expert to define an infrastructure. I can provide a economical implementation of the module. Also I would need some extra information about your PLCs.
Hi i Have good experience working with azure cloud, but frankly never worked with SCADA. I have done some home work and i think i can do it. Actually i would love to do it. Azure Provides IoT framework and some other AI techniques which i am familiar with and we can use in this project.

I may be jaded in this subject. I am aware that there is a push for Cloud based SCADA. I have just done a project using the latest Siemens S7-1500 PLC and it has a web server built into the main processor - which amazed me. I guess the boys at Siemens got bored with extra memory and processing power.
Part of my background is in safety systems and I was trained in that area by an American (Bob Adamski) who is regarded as a world leading expert in the area. He identified 10 years ago that there would be a push towards more open SCADA systems and that they posed a serious risk to safety.
I understand why the push is for Cloud based SCADA - it comes form people wanting to sell systems and software and other commercial reasons. But from a practical standpoint its not necessary and the risks outweigh the gains by orders of magnitude.
And if you are wondering I was witness to someone 1500km away who shut down a mine site from a remote control room by changing the length of a stockpile of iron ore by 1m. Yes I know what cloud based SCADA can screw up.
