Look for Lead Generation Process & Payout

I would like to setup lead generation call center for USA or any other english speaking countries. Need someone experience who can guide us with all basic info needed to start the process. We are ready to pay one time setup fees for each process he/she will setup for us.. 1. Educating us on how to run the process. 2. from where we get data. 3. how we will convert data to an paid lead.. 4. how we can sell lead and get paid. 5. Where to find right buyer for lead, and where to find right client. 6. What sources and kind of lead works best for what process. We are currently running a call center of 200 agents of inbound process and NOW we want to expand in lead generation verticals.
