You can 1) use an optocoupler 2) use a voltage divider Solution depends on the speed of the signal. If you are trying to get help with the coding, that is more tricky.

If it is 9V to 3V, I suggest you look for other level shift alternatives. Optocouplers have quite considerable delay times for signal lines ~4uS. Please share more details on chat and we can figure out the best (cheapest) solution.

I am experienced in handling opto couplers although they are simple to use but sometimes over or under current problem may either burn the opto or are unable to re-generate the signal.
