PCB Design for solar street lights

I need to build a street light that feeds from solar panel by day and from a battery by night. I have an idea of the schematic design and a parts list that I can provide but I am open to suggestions or ideas on how to do it. This is part of an effort for a group that builds houses for marginalized people near the Mexican border with the US. I can provide further details once I hire you. This would only be a PCB design on Eagle and I would be taking care of printing it.
