Приветствую. Громкость звука зависит от нагрузки на мотор и прочих вещей, которые практически невозможно регулировать. Можно минимизировать ток мотора (пока будет сохраняться приемлемая мощность) - это практически единственный выход. Если использовать редуктор (например ременной) - звук можно увести ниже 20 Гц. но источник шума не синусоидальный, потому все равно будет слышно щелчки. При этом может возрасти ток и громкость шага. Все остальное - можно сделать. Для питания Ардуино от 24В могу порекомендовать подходящий адаптер с Алиэкспресса или у местных.
