Puedo usar Unity3D para el motor grafico, ya que de aqui se puede exportar a muchisimas plataformas. Usar Photon pun 2 o Forge para el multijugador y sincronizar datos en tiempo real entre jugadores cuando se encuentren en una misma sala. Y para un sistema de Logueo y Base de datos podemos usar Firebase. Me encantaria saber mas detalles de su proyecto, yo soy fanatico de Sim city, creci con ese videojuego.
