Build a real-estate website ( store )

I would like to build a website for real-estate offers, buying and selling, legal consultation, company & individual funding. The website will have different departments; the funding page will have an online form, asking for different questions and an option to upload images and documents. the offers page: will show a store where someone can see the latest offers, the prices and an option for him to add his own offer and it won't show on the store page until we approve it in the control panel. the store page: It will be a store where people are able to put their buildings for sale, it will show the price, the images of the building, the size and all other information and there will be an area for comments and a way for them to communicate. the funding page: they can request funding using the online forms and once their request is completed they get a confirmation message and a tracking number. they can take the number and use it to track their funding request, he should see a scale, a process from 10% to 100%. Whenever we approve the request and transfer the request to a department, he should see for example 50% is completed. the same tracking system in shipment companies. & in the control panel it will be sent to the CEO, once approved it should be transferred to the consultant department, once approved it should be sent to the legal department, once approved it should be sent to the financial management, once approved by them he will get a message that his request is completed in his account or through the tracking code and he will be invited to write a contract with us. people will register having their username as their phone number and they are only able to login with a verification code sent to their phone number.
