Build a Website for Sending VPN/Proxy details to MYSQL Database tables using ASP.NET

I offer Squid proxy and VPN services for my country to Bypass GeoBlocked contents. I currently Update my users via Daloradius web administration,Daloradius just Updates my Freeradius Database(MySQL Database) where clients are Authenticated Now I will going outside my country and I want these clients to continue receiving their service using Online Payment. So I want someone to Build me a simple ASP.NET website preferably ASP.NET MVC but also ASP.NET Web form is just Ok for me. The website Should have the Home,Contact us,Products(showing VPN/Proxy packages) Login and Register pages The website should have Clients area and under clients area the user should be Able to Pay via PayPal gateway and his account should get update immediately after purchase via Paypal. properties to send to MySQL Database(which is already created) are Username,ClearText password,Expiry date,Simultaneous use attribute which is supported under Freeradius database u need just to send the value := 1. (see attachment of Database details sent from Daloradius) The user area should also be able to fetch data from Freeradius Database about user statics (N:B: All the SQL queries for sendng data to database and Retrieving data from the database are easy to access and I can help You give You the Daloradius Login details and PHP Files that contain the sql queries for Updating user statics and Updating new user) But also users who do not have paypal account I will like to implement Local re sellers(who will be paid locally by their clients and they will enable service their clients accounts) which I explain here below. so the website will have the reseller page and the user who wishes to be a reseller will Send the application form and the Admin of the website will enable their account to be reseller or to have reseller roles. So the admin area for approving the normal user to have reseller property should also be added Upon,Reseller Login the reseller page will be Unique from the normal user Under the Re seller page the reseller will have role to create users, Add funds e.g 50$ and this amount will be displayed in their account. Upon creating each user the added fund will be subtracted by the factor of e.g 2$ and finally when the Reseller has consumed all his amount i.e <2$ of his account funds the property to create user will be disabled till when he has added the PayPal funds greater than 2$ Please Bid on this if You can use ASP.NET 4.5 or MVC 5 and MYSQL Database However if ou think this can be done easily by other means I welcome your advice But I prefer ASP.NET because am also a learner of ASP.NET and will like to advance the project.
