Building a Webpage for Shipping (like UPS / DHL)

This is the webpage of the german DHL.
We need you to design a page similar like this one incl. all functions.
Our customer needs to be able to enter the shipping and recipient address,
the system then shall show the customer the total prices.
For Example:
The customer enters a german shippers address and a german recipient address, he
chooses a 5KG parcel and that he wants to include shipping-insurance to the shipment.
In this example he must be able to enter the two address and choose the shipping product
+ extra services like Insurance, next day delivery etc.
Depending from which country he is shipping, different shipping countries and different
shipping provider can be chosen.
If shipping from Germany the customer can decide between DHL and UPS,
the webpage needs to show accurate prices, shipping time etc.
Can this be realized with a software as prices etc are constantly changing?
It needs to be discussed on how to build the webpage, what software needs to be used so
that prices and shipping countries etc. can be changed by us.
At the end also payment providers must be able to be integrated.
First of all it is simple: can a software be used for this as there are many things
to enter?
From there we can discuss this project.
At the begin we need to find a software, then set up the design on our webpage.
