The exemple you are looking for are stock photos sites. There you can upload a picture to sell and the site automatically generates different sizes to offer to clientes. I can build for you the multiple image resizer on the web (all you need is a web server). You will have a panel were you can set the desired sizes and change it at any time. To use the app we can set up an open interface where any one can use it or a login page to use it. Or even a mix of this two options.
