Design a Picture Collage From scanned photo's to be printed on Photo Paper

I have purchased a frame with a photo insert size of 35.6 x 27.8 cm (can be arranged portrait or landscape at designers discretion) I scanned a bunch of photo's and old mothers day cards from when we were kids, I filtered down a lot of photo's, the designer will need to filter a bit more of course. I am wanting someone with some artistic experience to design a collage using these scanned items to be printed on photo paper and fitted in the frame as a present for my mother. I'd like it to have a photo of my mother centred, there is one photo that seems appropriate. With different notes (old mothers day card snipets) and photo's surrounding it. A slight 3D effect would be really nice to give the printout depth. The theme is about demonstrating love for my mother. a focus on her and her in photo's with her kids. With the use of other photo's just for fun. I expect the person is a good designer and provide a really nice result. Please provide some reference material that you think would demonstrate this capability (obviously wouldn't expect a reference collage) The attachment is something I found online. I'm hoping for something much better. I'm not setting a budget, I want quotes to come with a pitch. You the designer can determine what the appropriate price range would be and what qualities the final result will have and pitch that. Your price and pitch would be based on my brief, and your capabilities. I will provide a photo of the frame and the scans upon award for your information, and I wouldn't mind a couple revisions to work through together.
