Multi user map creation (3D MAP Website)

Multi user map creation. I need a website like ESRI ArcGIS maps in 3D. I have a group of guys that are inputting coordinates and elevation in a map at the same time. One works importing polygons, one works importing lines, one works importing elevation, one works importing raster. I need to find a way to define a user privilege as to define "polygon & raters" as an example. Capabilities 1. Multi user management. i. Users can sign up ii. Assign user privileges a. File type that user can or can't upload (Polygons, Lines, Points, Ratsers, Elevation) (KML, CSV, shapefiles) b. Shape type of map markup that user can do. (Polygons, Lines, Points) c. Define user team ( Team 1, Team 2) d. Define user working area ( Limit user to work only in a range, from X1,Y1, to X2, Y2) 2. Able to define the coordinate system per area (WSG84, NAD27, etc.) 3. User imports i. Imports have a category. a. When a base-user wants to upload a shape the website asks you to choose a category. b. Limit the colors of categories ** i.e. Uploaded shape will be yellow if its Catergory_1 ii. Master-users can define categories and categories colors. Details 1. I would like the website to look modern and slick. 2. Able to tie in SDE or download information if you are Super-Admin 3. Website is built in a manner to have the opportunity to later on implement web apps. (i.e. logistics, network analyst, supply chain). You can find ideas in arcgis website.
