Zeroto Website Design & Launch

I have setup a non-profit organisation for the upliftment of a poverty stricken village in rural India. The name of the organisation is "0 to" and bought a domain from godaddy named zeroto. I have setup couple of emails, but they are not in outlook.
I am looking for a creative web designer & developer who can do E2E work until I am satisfied. In my percetion, the work consists of following:
1. Website Logo Design and Animation
2. Website Design
2.1 Home page with inner pages of total 5 pages
2.2 Background my village map
2.3 Use of animated logo on the map
2.4 Poverty Video Section
2.5 Text and image section
2.6 Linking blog and social media
2.7 Simple setup for pledging donation
2.7 Admin setup including email
3. Page Framework for 4 Pages other than home page
The code should be compatible and transportable with major web development tool & technology.
Also, let me know - what I have to provide you before starting your work?
At this point, I am looking for a bid for Logo Design and Animation. In addition, I want to know $ & days estimations to complete full work, which will give me an idea if I can afford to complete the work.
Notes:
1. I have tried with couple of designers, but did not work out as they could not do the animated logo as I want. I have already burnt few $$$. So only who are experienced and confident to create animated logo (rotating 0 with + & - random number generation) should make a bid.
2. Please go through the attached high level design before making a bid.
