Video streaming app (iOS) / SRT or RTMP

I need a private app (should not be listed on App Store) that will only be installed on our iPads. It only needs to be optimized for iPad for that reason.
We need to install the app on multiple iPads that will use wifi and the iPad camera to transmit video and audio.
It is important that the video and audio is transmitted in near real-time. The video transmitted should be 720p / 30fps at an upload speed of 1 mbps.
I’m open to technologies but I’m inclined to think SRT or RTMP (low latency) will work best. I don’t think WebRTC will provide high quality video.
We will need the ability to view the streamed video. I imagine a dashboard on a computer where we can launch a viewer to see the video being transmitted... but open to suggestions.
We are open to using third party streaming services if you recommend (eg: Wowza, Limelight, etc).
