There will be 3 Tabs: LIVE TV, LIVE RADIO, ON DEMAND, SETTINGS
LIVE TV Tab: There will be a list of TV Channel thumbnails grid (Adaptive layout for iphone and ipad), once clicked on any thumbnail, it will open a live HLS stream, all of these information will come from an XML file, see sample XML attached. While TV stream is playing, if user touches the screen, there will be a list of small thumbnails on the left or right side for fast switching between channels, also next and previous channel button for easy switching.

Since there is no video for radio streams, thumbnail for that channel will be visible during the stream. While radio stream is playing, if user touches the screen, there will be a list of small thumbnails on the left or right side for fast switching between channels, also next and previous channel button for easy switching.
VODs Tab: Once clicked it will list a bunch of available video titles on the grid (Adaptive layout for iphone and ipad) once clicked it will open up another list of videos thumbnails grid (Adaptive layout for iphone and ipad), once click on the thumbnail it will play the HLS stream. All of these information will come from an XML file, see sample XML attached.
SETTINGS: Will store username and password to setup user management, application will contact a server at each app open to check if the user has right or not, it will be an XML return of HTTP GET request. This username and password must be stored in the global registry so that people do not have to type it every time.
* Must be compatible with iOS 8
* All information will be coming from XML API with HTTP GET Method
* Android app will provided to shortlisted candidates for accurate pricing, freelance must check this Android app before providing final price.

I've just finish the app similar.
With my experience, one more thing I think you'd need to be concern that, the apple reviewing app may need your certificate for copy right of media source, if you dont have it, the app may be rejected by apple.
