an application to extract public domain images from search engines

I need a windows app, which will use a list of words (around 5000 words in a txt file, one on each line), and find one image for each word, from public domain 'free commercial use permitted images available on bing images, and download them into a folder, and give each image the same name as the word in question, so for the above example, it would grab 5000 images. These should all be jpg type. and each image must be re-named to the word that is on the list. Budget $40. This is a very simple project. No crazy million dollar "i need this money for building my new house" bids from Indian programmers lol..
