Based on your description, I think I can do it because I had already made a tic tac toe windows app myself with all kinds of checks. Also I am very habituated with JAVA. And I am from Indian Institute of Technology Kharagpur. Relevant Skills and Experience I have been programming for almost 5 years now and this seems to be a very basic problem for me.
