fix debian binary package using dbconfig-pgsql

we have a draft debian package, on install it should:
0. install a few files here and there (you need not worry about that)
1. ask the user whether it should create the DB
2. on yes, create a postgresql DB named persistency, with owner libpf and password libpf, and inside it create the tables from [login to view URL] file
basically it should automate this procedure: [login to view URL]
ATM there are a few things wrong:
1. it also asks about hostname and password
2. the tables are not created
3. the DB owner is postgres user (DB admin):
sudo -u postgres psql persistency
SELECT [login to view URL] as "Name",
pg_catalog.pg_get_userbyid([login to view URL]) as "Owner"
FROM pg_catalog.pg_database d
WHERE [login to view URL] = 'persistency'
ORDER BY 1;

gzip -d [login to view URL]
tar xf [login to view URL]
