Build me an app :)

I require an app similar to a scene from the movie die hard 4 - see video link below [login to view URL] Basically the scene involves the 2 characters in a shop and they’re watching the T.V where the ‘bad guys’ have mashed up different U.S presidents to create a sentence. So for example, a sentence of 5 words Is carried out by 5 different people. The overall aspect of the app is for someone to think of a sentence or a phrase such as....”and keep the change you filthy animal” - the user would search for “and”, they would have the option to choose between multiple video snippets of varying people saying “and” (for example) Bart Simpson. The next word would be “keep” spoken by the users choice of say, John Wayne and so on. I would need the app to have access to a database where all these snippets are located because as you know, video can take up a lot of space. The search function (however it’s done) would need to be simple so as to locate the video which would have been renamed “and” or “keep” or whichever word I’m able to load. Also, once the user has created this stitched sentence and previews it, i’d like them to be able to send that to someone as a link, either through email or whether something can be done through YouTube. My budget is only in the low £ hundreds, so if this is something that will cost thousands then I do apologise. I hope this is clear and I do not require video snippets because this would Be something I can load into the database and rename accordingly Thanks again
