build simple offline map application in Unity (Android / IOS)

I have a phone app which is built using Unity and the MapNav asset ([login to view URL]). This works fine however the maps are always downloaded and the scrolling and user interaction is poor. The phone app is only designed to work in a specific place, so we need

a very simple app which will work with offline map tiles, and GPS. It should allow:-

- to show the position of the User, and update the map as they move around

- to add in place markers with different images, and set according to their lat/lon

- to be able to have an event to 'click' on each place marker

- to be able to drag input to zoom in and out of the map

It should also be possible to test the app in the unity editor by providing a 'fake' GPS and using arrow keys on the keyboard to move the player around, so that we can test it before putting it onto a phone.

I can provide extensive scripts including the MapNav asset to get you started. This will allow you to create everything listed above except the offline aspect, so it should be a quick bit of work. This doesn't need to be a completed project, just something that works so we can integrate it into our current app development. It should work on both android and iOS

Please provide references for relevant work to be considered. Attached is a screenshot of the current app which is using online map tiles, it just needs to be recreated using offline images instead.
