RANDOM VIDEO CHAT APP - ( Budget $50 )

I need a random video chat app like camsurf created with the following functionalities.

It is fairly a very simple app as there is no Sign up required at all. You only choose wether you are a male or a female and that's it. The UI obviously has to look different and perhaps nicer. the main functionality this app must have are the following :

1. When users want to choose wether they want to interact with male / female or BOTH, only male and BOTH is free. For them to view only females, they must pay. Also if they get banned or reported, they must pay to be able to use the app again orelse the ban stays for 1 week.

This is basically how all apps such as camsurf work and that's why nothing more than $50 will be paid as this isn't a unique app model.
