Voice to Text Meetings Customised

HI, I am looking for a web app or mobile app (IOS and android) but first a prototype to be done that will allow people in a room to record the meeting through their mobile devices. Several devices can log on to the same session and the voice to text must receive from the device that clearly receives the audio being spoken. The app must filter out background noise, filter out unnecessary words, try and summarise It must then send the final voice to text showing who was speaking (their name) on the transcripts including the link to the audio recording which must be stored on a set sharedrive by the people in the room It must be a licenced software so that i can charge for use I need your expertise to first create a prototype (similar to OTTO on IOS app store) so that i can demo to clients, if they like the app we can move into development I need to kow the development costs and a small fee for the prototype costs upfront before we start.
