I suggest that you develop your solution with Access. This is because when developing with VBA (Visual Basic for Applications) it is possible to integrate any MS-Office application to the solution. For example, if later you need to integrate the project with Outlook to do programming, or something similar. I can build this for you easily. Is there anything special aside from your description like does it need to use web cam to scan, Send emails, or generate reports etc... just making sure for the scope work to not creep up and I am not able to deliver in the time frame you need. Also would a copy of the MySQL database be able to be provided? I am sure as we discuss the versions of Windows and .net frameworks installed would be known as well.
