PINKY PINKY PINKY PINKY PLEASE HELP ME ON THIS ONE!! (OTHERS CAN BID ALSO)

Hi, I'm wanting a website built/designed. What I'm wanting is a forum type website where visitors can come in and for a nominal fee post a certain amount of rants/raves/gripes/complaints/good OR bad-negative comments etc. concerning other people/ businesses, etc. At the beginning of the website be a long disclaimer releasing me, the website and all affiliates from any and all repercussions. The poster would acknowledge that they are accepting FULL responsibility for everything they post. There would need to be an online method of paying by credit card and /or pay pal. Basically for those paying customers, they would be allowed so many post. Post would of coure be limited to so many characters. The more you pay, the more post you can make. I really don't have any ideas for a background, etc. so I would need something creative to attract visitors and keep them coming back for more. Perhaps the site could be designed so that it could be broken down into topics and maybe later on as it grew broken down into cities/States. Give me some ideas here. I would want the website built, uploaded and running (a complete turnkey job). I would like it designed for search engine optimization. I want it so that anytime someone feels they have been wronged by another person, a business, or whoever, that they automatically think of this website and can't wait to get home and post for the world to see what happened to them. I would like to keep informed of the status of the site with the ability to say what changes I wanted made or things I wanted added. Regarding hosting, I would want a company that would have a SET fee regardless of how large the site got. I think this could really do good with the proper build/design. I need a real computer whiz. I would also be interested in selling advertising spaces on the site to businesses, etc. and would be wanting someone who can add/make changes to the site as requested by myself (for a fee of course)in a relatively short time. Please give me your thoughts on the project with pricing. Payment is made through escrow or paypal ONLY, with payment being made at the COMPLETION of the project once I approve it. My credit and my word are golden. You do the job for me and you will get paid!!!! Wanting someone who is ready to start yesterday (so to speak). Also, would like the site designed to be VERY VERY user friendly so that basically anyone can register and post comments. I would like it made so that I can go in and make changes as needed and also so that I would be easily able to delete unwanted post. Other projects WILL be available in the future if you really impress me with this one.
