Source a supplier to customize a drug test kit

I'm not sure if my brief is indicating what I really want. I would like someone to reach out to a manufacturer and propose the idea to them to create the drug test kit or include it in existing test kits for the testing of the target drug in Betel Nut. That target drug is Arecoline; obviously the manufacturer may have to do some scientific research too to understand cut off levels. (The cut-off levels designated in the Australian Standards have been determined to be the levels at which a person is deemed ‘unfit for duty’ or ‘under the influence’ of a drug.) The idea is patented, if the manufacturer see's value in adding the target drug in their tests kits or creating a standalone test kit specific to Betel Nut I need to understand if there is an opportunity for potential royalty. Alternatively if the manufacturer can develop the test kit what does it look like for me to be a distributor or sell the product as my own to the end user.
