Photo Annotation and Video Capture

We want to develop a program we can sell to our customers that allows them to take photos with a USB camera, annotate these photos, and save them like any other files (to the hard drive, flash, or other). We would prefer to start with a proven module or application that can be purchased for this purpose, and modified. We do not want to have to pay licensing fees. Here are more of the requirements: Have the ability to take a picture or video Have hot-key functionality (to work with the foot pedal) (3 pedals, #1 tap to take picture; #2 tap to start video; #3 tap to stop video) Allow full screen capability and resizing of window. We need to make notes on the pictures. For example, circle areas of interest. Type something on it. If not whole sentences, at least numbers and letters. And all over the picture, not just the bottom. Allow user to specify the save location and file name Cover screen needs to have our logo and other info.
