Pop up Facebook App and post to walls

I need a pop up window to appear when someone come to my home page. The pop up window will be as follows. The window will read "Help us go viral and we will donate an extra dollar for every featured product sold to this weeks charity Women for Women International that help women survivors of war. That means we will donate $9 instead of $8 to Women for Women International for every featured product sold this week if we reach this weeks goals!" Below this statement must be three buttons as follows: Button One: Follow us on Twitter Goal Button: This weeks goal 300 follows - this button must also keep track of how many people click it in relation to the goal. For example the text next to the button might read "So far this week 137 of 300 only 163 follows to go" then when the next person clicks it it will change to "So far this week 138 of 300 only 162 follows to go" and so on. I must also be able to change the goal number at anytime and reset the button back to zero each week. Button Two: Like us on Facebook Goal Button: This weeks goal 600 likes - this button must also keep track of how many people click it in relation to the goal. For example the text next to the button might read "So far this week 137 of 600 only 463 likes to go" then when the next person clicks it it will change to "So far this week 138 of 600 only 462 likes to go" and so on. I must also be able to change the goal number at anytime and reset the button back to zero each week. Button Three: Share on Facebook Goal Button: This button must link to a Facebook application that post a message on the persons wall with a link to the webpage and short message about this weeks charity. The app must also save the users information and email so that I can post updates to there walls each week and upload their email to my email list. This button must also show the goal number and keep track of the number of clicks in relation to the goal just the same as the previous two buttons. Under these three buttons will be two more buttons that say "Done" and another that says "Not now, maybe later" that close the pop up window. I will also need to be able to hyperlink to the popup window so website visitor can access the window at a later time. BOTH TIME AND PRICE ARE VERY IMPORTANT! I need a good price, but I also need it done quickly. SO HERE IS ANOTHER OPTION. Instead of a popup window we could go with a single web page that matches my website that has the above buttons and statements and then redirects the user to my home page when they click on the "Done" or "Not now, maybe later" button.
