Website design TPT

The website should contain 3 sections (tabs). The first will be the home page which will have information about the website. The second should be a Submitter page where a person can register for an account and submit information into a profile. The submission should be in the form of drop down boxes with options such as Male/Female. There must also be a place where the person submitting information can write a description and add files like video, images or pdf. There must be a section where the person submitting must enter paypal details for receiving payments. There must be a section to view historical transactions for the user. There must be a section to view or download files received from clients and to reply to the clients with a message or an uploaded file. The third will be a client page where clients (customers) can create an account and then select a submitter using information selected from drop down boxes. This selection will make use of information submitted by users in section 2. Once a user has been selected and a rate (price) chosen, the customer will be able to upload files to be seen by that user only. Once the customer has uploaded the file(s) they will need to make a payment to a holding account (our paypal account) before the files are released to the user. Once the user has replied to the message/files then the amount is released to the user in an Escrow type arrangement. A client/customer should be able to browse section 2 user information without having to log in. This information should be available to the public. The account is only needed if the customer wants to submit information to the section 2 user. There may be an app in the future which will need to access and update the user and customer databases. It would be good if this website can be edited by a non website designer.
