IE Toolbar Communication to COM application On Vista

I have an application that consists of two parts:
* An Internet Explorer toolbar written in Visual Basic 6
* An ActiveX EXE with a COM server interface
Under Windows XP, the IE toolbar can call functions in the ActiveX EXE through COM. Under Windows Vista, User Access Controls and Process Integrity Level of Internet Explorer prevent this communication.
I need a fix that will work under vista which allows these processes to communicate without completely disabling the Vista security controls. I don't mind if another communication mechanism is used besides COM, but I prefer if COM can still be used, since that allows the IE toolbar to start the ActiveX EXE if it is not running.
I will provide a sample application with the toolbar and the ActiveX EXE. Your task is to fix these so that they will communicate successfully under Windows Vista with default security controls enabled.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
All code shall be written in Visual Basic version 6.
The final application will run on Windows Vista.
