Making an php script that fetches,changes and update mssql binary data

I would like to have a php script for my custom cabal online site that will take the data of on character from the database (wich is stored as binary data) changed to the stuff i need(i will explain more when we talk about it) and then update back with the changes the database.
I tryed to hire the first result from google search "php coder to hire" but he had no ideea how to do it.
If you know java then i have a java tool that does this but i have no ideea how the source works but i am shure that for a person with advanced java knowledge it will be ussefull.
I want a person that is serious and chat speak on chat.I really hate typing how will i like this to work.
