I will need a PHP 7.2 system that that does the following:
SYNOPSIS:
Event invitation management and check in and out system website platform.
SPECIFICS:
Multiple organizations can be created. Organizations host events. Events have a date, start time, end time, list of invited users, number of allowed guests, and notes. Organizations have users. Users can be super administrator, organization administrator, invited user, or guest. Organizations can invite 'invited users' to events. A user should have an ID, First name, Last name, Address, Birthday, notes, and check in history.
Invited Users can sponsor two additional 'guest' type users.
Users will be able to log in and create a profile for their invited guest, or invite a preexisting guest in the system.
A super administrator will be able to edit all information on users and organizations in the system. Organization administrators will be able to edit their own organization, create events, and create and edit their organization's users.
Users will be able to check into an event at a central screen by typing their name and clicking check in and then check out in the same fashion. When the user checks in, I want to be able to track the time that they arrived, left and get statistics on how many people are at an event at a given time.
Must be able to transfer all code assets and ownership.

I'll genuine to you, I'll be requiring 5-7 days for it, I got your requirements though. I'll be providing additional Admin panel with the Php scripts.
I will this panel in two sections and super admin can have all the options to manage this. There will be role and permissions defined for all user types except super admin. It will include login, change password, forgot password.
After login super admin can have a dashboard for specific information detail.
Admin can create organizations then events by organization as well as their detail by events saved in database.
Second step admin can create users list and assign them by organization events or we can say that invitations can be placed on their by selection multiple users.
Permissisons and roles can be defined for users. and admin can be able to track time on every minute by getting list of checked in users.
Other feaatures can be discussed also.
