Build a website, first stage

I'd like to set up a specific affiliate networking experiment. I have a SW engineering background, but not web programming. This is for a social and business experiment. At this first stage, all I need is a nice website, where relevant people can register, as well as fill out a survey. There should be several different groups of users, and they should be assigned to the groups according to information provided when signing up. Sign-up by social media accounts should be supported. The survey as well should be dynamic, and questions change according to previous answers. There should preferably also be Hebrew support, and the questions and user groups will be adjusted accordingly. User-friendliness is crucial. The site should of course look and feel professional, as I intend to attract early adopters, so the design is important. All I have at this point is a logo (dark-grey and red) and a domain. All else should be recommended and set up by you. I'd strongly prefer a hosting solution which is user-friendly and I could easily maintain or use to modify myself. I've added additional details about the future stages of the project in the attached file, as this could impact some design etc. decisions at this stage. Please give me your opinion on those. Also, I should be able to share basic information about the project/venture I'm starting, and a blog area for more information. I should be able to edit these, as well as user groups and permissions myself. As part of this project, I expect you to spend a few hours (up to 5) showing how to manage and edit it all myself. I'm a SW professional, so it should not be difficult to explain this to me - but good spoken English will be necessary.
