Create basic PHP weekly schedule that stores times/dow as UTC in MySQL but entered in Time Zone of Choice

Write a tiny webapp within 48 hours (please tell me if this is unrealistic before I award you the project). Page 1: Allow user to enter (Create & Update) a weekly schedule (open/closed) in a selected local time zone and store as UTC into a mysql database. Design your SQL database with the understanding the database will end up storing many other scheduled for other locations. Page 2: Show status of current time/day of week vs. schedule (True/False) if the current time and day of the week is within the schedule set. (Think like "business is open") Important: Gracefully handle Saturday/Sunday transition differences between UTC and selected time zone including daylight savings time. More Details: I will be paying your through freelancer, don't underbid and ask me to pay direct. PHP 5.2 - 7.0, must be straight PHP, no frameworks because the plan will be to integrate into codeigniter 3.x when you're complete. On selection page allow for selection of a 7-day schedule in local time zone: (to be handled by user settings when integrated later). Ensure to take account for daylight savings time based on date. I've already created an account to a site w/ FTP and a database. You will have to provide a SQL schema (SQL statement or you can do it yourself w/ PHP) because my SQL server is locked and will only allow for certain specific IP addresses to connect to it.
