Customize Wordpress Template, FreelanceEngine, to my requirements please *No Placeholder Bids*

I would like too start a freelancer type website but need a template adjusted to my requirements.

The template I would like to use is:

And there is quite a bit i would like to do:

Have the Google geolocation API integrated so that a user can select a location and then a radius so it will only search for freelancers within a specific radius. (this may seem odd) but this is for manual freelance work so users will be looking for freelancers who can attend thier address or office.

Also when a job is posted I would like the location to be input so that it will only notify freelancers who have changed thier settings so that they only receive notifications for jobs within a certain radius of thier location also.

Also I would like the employer and the freelancer to input thier address when they register. I would like thier geo coordinates saved so that site knws their location and will bring the freelancers up in searches which are relevent.

I would also like for freelancers to be able to list all thier skills (from a list i will provide) when they register to the site, similar to freelancer.com, and also have an option to select notification for jobs that have been posted within a certain radius of thier home address.

Other changes I would like to profiles:

I would like users to be able to add a descript about themselves which can be displayed on thier profiles.

I would also like for employers to state whether they are individuals or businesses. and for them to be catergorised as such, in the backend.

I would also like an option for Administrator to place a "Verified" marker onto the sellers profile so, when we recieve the documents or certification we can display a "Verified" Icon next to the listed certifications under the certification section?

On the users profile can you also list:

Phone verified

ID verified

Payment Verified

Facebook Verified

Email Verified

On the users profile?

Could I also have a "send message" button on profile which will allow employers to message sellers.

in a sellers profile, I would like pictures to be uploaded to the "portfolio" in the sellers rofile, with a description of the picture.

When employers reveiw a seller, I would also like them to rate (using a star system):

When users leave a reveiw can they also rate:

Ontime

On Budget:

Job Completed:

Communication:

When the short version of the sellers profile is displayed when they bid or when somebody is searching for a freelancer, i woudl like the name of the city/town they are in shown instead of the default "Years experience"

I'm not sure if this is already in the template, but could each Job can a Project number be generated?

Also, when a seller makes a bid for a job, I woudl also like an "award" or "chat" button included.
