Design a website with custom functionality (html5, php, mysql)

I need a professional developer with long term cms, html5, php, mysql skills for a project similar to the following site (this is an example to demonstrate the members area with some of the features, regarding functionality, layout and site speed): [login to view URL] Please create an account with the above link and see the site functionality, including the multilanguage feature(display site in language according users IP) and to see the links column of different features of user account. Features that are required will be discussed and you should be able to create any functionality that is required (membership site with different upgrade levels such as Multilevel Membership with 3 stages, each consisting of 4 levels) User shall be able to upgrade: Stage 1; Level-1 Level-2 Level-3 Level-4 Stage 2; Level-1 Level-2 Level-3 Level-4 Stage 3; Level-1 Level-2 Level-3 Level-4 Admin shall be able to manage all users, email users, set subadmins with selectable admin rights, and support ticket system.
