Fixing Magento 2.1.4 Transport Methods

We are trying to configure the transport for a Magento 2.1.4 website. We are using the following plugins: Amasty Shipping Rules and Amasty Shipping Restrictions. What we have achieved is the following: We have 9 groups of cities, within a single region of Romania We have different thresholds of transport fees for each group, based on the order subtotal value We have attached a threshold example below. What we are trying to achieve is the following: Fix 1 group of cities, which isn’t working because of some code error Add 5 more groups of cities, each with it’s threshold Make all the used shipment methods functional ( the methods used are: free shipping, and transport cost ) Having the transport fully functional, without any bugs and problems. We would like to know the time and money required in order to accomplish points ( 1,2,3 ). Having the transport completely functional is of high importance to us and the client, because immediately after you finish working the site will be launched officially by our client which is a big Brick and mortar whole store from Romania. Example: This is what a group of cities and it’s thresholds look like: Threshold #1 : If the city belongs to this group - (Costinesti, Tulcea, Amzacea, Neptun, Vadu, etc. ) and the subtotal value of the order is between : < 1000 RON ( RON = Romanian currency ) -> the local pickup method should be available 1000 - 1500 RON -> the transport costs are 148 RON ( table rate method ) 1500 - 2000 RON -> the transport costs are 130 RON ( table rate method ) …... 7000 - 8000 RON -> the transport costs are 11 RON ( table rate method ) > 8000 RON -> the transport is free Threshold #2 : If the city belongs to this group - (Navodari, Agigea, Eforie, etc. ) and the subtotal value of the order is between : < 1200 RON ( RON = Romanian currency ) -> the local pickup method should be available 1200 - 1700 RON -> the transport costs are 120 RON ( table rate method ) 1700 - 3000 RON -> the transport costs are 110 RON ( table rate method ) …... 6000 - 7000 RON -> the transport costs are 9 RON ( table rate method ) > 7000 RON -> the transport is free We have tried creating a single threshold with the default Table Rates method, and it has worked.
