Prospect Management System with Unique Newsletter Feature

I have a member site already. My main membership site is [login to view URL] (The World Profit Club Network Marketing Alliance™ WPCNMA™) and there are over 100 domains that are part of that project (all of which I own and have developed myself so far). I want to allow members to have a prospect management database separate from the existing member database. When a prospect becomes a paid member, their information will be transferred to the existing member database. Integration with my mail management system for sending would be nice to simplify that part of the process. Members have a 1 level downline (so, though it's a network marketing company, it is NOT an MLM - there is no pyramid - it is a flat business model). I want them to be able to create newsletter templates for reuse, edit them and send them to one person, to a list of people, to all prospects or to all downline members. The editor code for the newsletter needs to have microsoft word-like features (see [login to view URL]). It needs the ability for templates to be named for identification purposes. It will not be visible to the recipients. Tracking is need for... who sent to, whether that is a prospect or a downline member, opens and clicks (with a nice dashboard to view same ... an overall view or per newsletter type as in prospect vs. downline members). All sent newsletters should be able to be loaded into the editor for reuse just as a basic template can. The entire system must be responsive. No frameworks such as Laravel, Angular, Node.js, etc. are to be used. And Though my main site is WordPress based, I do not want this project to be WordPress, but standalone code, yet able to be integrated. I just want bootstrap 4.3.1 or newer with HTML5, CSS3, latest JavaScript and/or AJAX and MySQL to be used. The end product needs to have a config file for database connectivity. I'm seeking a development collaborator/partner who will do this work for an extremely low price in exchange for sharing in 50% of net profits from licensing of the public versions. You will fix any bugs and support the work, AND share in the profits. Therefore, perfect person would do this for around $100, because there is a lot of profit to be made from licensing (more on this below). If there is no desire to partner with me, then the range is still $100 to $250 (the absolute maximum I’ll pay) and there would be no partnership nor profit sharing in that case. For $250 I would expect 24-hour delivery or as close to that as possible. The initial beta version you'll create will be tested and used by me in my membership site. After successful testing, it will be packaged for licensing as a personal use only tool, with an upsell for a resale license, another upsell for a commercial license, and another upsell for an agency (white-label) license. I do not expect you to create any of this licensing concept. This is merely for your information only since it relates to profitability. It also needs a database table to contain white-label data such as site name, tag line, company contact info, etc.). Keep in mind that I've been a coder since 1971, a website designer and developer since 1996 and a responsive site designer and developer since 2003. I'm also a MySQL expert since 1996 (Oracle since 1982) and am a Unix sysadmin since 1984 and Linux since 1986. So I could do all this work myself. My problem is timeline. I have other customers that are keeping me busy, so have decided to outsource this work. Any other suggestions you may have for this project will be considered.
