Setup PayPal IPN and fix any gateaway bugs

I have a website in PHP with PayPal gateway already set up. I need an expert to fix any bugs/errors in it and set up IPN for me. The website is cloned in three languages so it will need to be fixed in all three websites in the same way. The url: [login to view URL], it is an auction website so the customer places an order, then people give him different offers and once he accepts one he is transferred to the PayPal gateway.
I need an expert with experience in PayPal to can answer more technical questions as well. I’m not willing to pay more than $20 so please don’t waste your time by sending me bigger offers.
