Speed control with OpenStreetMap

I need a function with this header: function get_speed (several parameters from NMEA data attached image, &$min_speed, &$max_speed, &$speed_between_allowed_range); This function should use the latitude, longitude, speed received, and the rest of the data from NMEA frame and check if it's right according with the max allowed speed in the road with latitude and longitude. This checking should be done using OpenStreetMap and other two free and similar web platform. The developer should do the proposal for these other two additional platforms. The function should return: 1- $min_speed 2- $max_speed 3- $speed_between_allowed_range The function must consider the traffic sign and all the necessaries data provider by OpenStreetMap and the others platforms. Example: [login to view URL] I'm using a GPS sensor in order to send the information to the function to develop. The GPS sensor provide me of the data showed in the attached image. Please, check this frame contains: ground speed, latitude, longitude, Heading, Magnetic variation, etc... Notice that the magnetic variation will be very important in order to know if the speed is right according with the way direction. Feel you free to make the final header proposal receiving the data from frame attached.
