alongside installation and setup of moodle, i also have customized moodle code for different need like adding image attachment in messages, adding custom payment gateways, customizing behavior. in moodle installations SCORM is the preferred content type, so i have experience with it. solving your problem need investigation on how SCROM is delivered to students and how SCROM close signal sent back to moodle. i will do my best to solve this issue.
