Troubleshooting for Java Platform which can't work

We have a platform here that’s been built entirely in Java and we can’t seem to get it to work.
This is an in-house Java-based system for managing meeting registration, education activities and communications.
While it’s working online, we can’t get it set up to run on a PC dev environment so we can make makes changes and test offline.
I need a Java expert to take a look and troubleshoot this problem. I will supply with the code base and instructions for you to rectify this issue.
