Web Builder/Editor to edit web templates

I need a web editor/web builder to edit or build a website. The editor should let the users edit the website, and use ajax-PHP to update the HTML/CSS file. The editor must have the following features: It should work with any HTML/CSS template (or should be made usable with some modification to template code ex. adding classes, ids etc) The developer can pick which properties the user can modify (the developer should be able to pick and choose CSS, link etc. that the users can modify) When the user clicks on a text/link/image etc., it should open a popup with styles/images/colours etc. they can change The user should be able to drag and move, delete components in the template The user should be able to edit the text in the template Image upload and replace option must be available to all tagged images There needs to be a menu on the left to add/remove/arrange sections (a menu with all available sections must be included in the option) from the site (like on Squarespace). There needs to be a menu on the left to add/remove/arrange elements inside a section (with a list of available elements displayed on the left menu) Multi-levelled page creation must be possible (User should be able to add pages to other pages) These features should be separated. One type of editing should only be enabled when the user clicks on the option. (example if the user clicks on edit option, text/image editing should be enabled.
