Web developer for video streaming to a mobile device

Overview - We want someone to build a web interface to take video from a server and transmit it over wifi to a phone. We would also like for the person using the phone to be able to select objects by touching the object on the screen and transmitting that location. We would also like to be able to then make a box around the object using two fingers to make the dimensions and be able to size it via touching the screen to make it larger or smaller and transmitting that information. Less than a week Specifics - We are looking to use a video streaming system for an application we're building. We are planning on connecting a hi-resolution camera to a Core i7 machine (the "server") running Ubuntu 18.04 and stream that video via WiFi from the server over HTTP to devices connected to the server's WiFi (i.e. on a local network). The interaction would look something like: 1. User on a mobile device associates with server's WiFi access point. 2. User navigates a web browser on their mobile device to the server's IP address, e.g. http://192.168.1.1. 3. User sees video streaming from the camera on their device within the webpage. 4. User can click on portions of the video, and the coordinate of the image on which they clicked would be routed back to the server.* * As an added feature, it would be nice of the user could make a "gesture" of zooming in order to draw a bounding box around some portion of the image. From a developer standpoint, I would be able to write a C++ program that (perhaps using sockets) would read the location on which the user clicked.
