With my experience in working with the APIs and coding in Python, I find myself great to do this job. Working with the Geographic Information System and creating a plugin would be relatively easy with experience in it and I'm sure I'll pull it off in time. I also have a lot of experience in using GIT or BitBucket. In several projects I have used and processed geographic data (raster and vector) using stand-alone applications such as ArcGIS, Quantum GIS, OpenJUMP or web based (Leaflet, OpenLayers). I know the Python language well and how to make plugins for the latest version of QGIS as your digitization tool. For version control I normally use GIT.
